Yes, the bottom bar is Rainmeter, some parts of Kotoko suite [link] , with colors modified to suite the rest of the desktop. The clock is from the Earth clock skin [link] , but only the clock survived my customization.
Top bar is default Windows 7 superbar, with small icons placed in the middle.
